Embedded systems project: automotive diags

We are transitioning from a 13 year old AVR based product to a new more capable product. Does anyone have any advice on finding an embedded systems EE with the following qualities, who works on contract?

-Experience with European automotive communications protocols.
-Experience with small, monochrome, graphic, LCD displays, and the “art” of efficient graphic display implementation.
-Experience coding a basic menu driven user interface using a small 128 X 64 LCD display.
-Experience with the specific CPU type we require.
-Experience with USB in embedded systems.
-Experience with data arrays and external memory management in embedded systems.

Circuit / Hardware design, PCB layout are also a big plus.
